Subject: Derating Criteria for components & HAST/HALT

Hello
I am a Reliability Eng And I am interested in gathering material to define/update our derating criteria for our components . If any body can refer me to recent articles standards etc I would appreciate. All our products are commerxial telecommunications. Subject: Theta (jc) by Package Type
Message:
I am a Reliability Engineer performing stress analyses on medical and computer equipment. Stress analysis requires Theta (jc) as a data entry field. Many specification sheets do not have Theta (jc), C/W. Also, 217F Theta (jc) by package type is very inadequate. Is there a current Theta (jc) by package type available?

Subject: Has DoD Deserted R&M?

Have Reliability and Maintainability Been Deserted by Dod? In the Second Quarter, 1998 issue of the RAC Journal (available on-line at URL ), my article on this subject appeared. The real question is what has motivated the DoD and military services to reduce their staffs dedicated to R&M? Even the Rome Laboratory (now the Air Force Laboratory Information Directorate) has relinquished its R&M role, a role not assumed by any other Air Force organization. What do you think prompted these actions? Do you see similar reductions in the numbers of R&M engineers employed in industry? If so, to what do you attribute these reductions? I really would like to hear your views.

The incorporation of the former Rome Laboratory into the Air Force Research Laboratory included the termination of the laboratory as the DoD lead agency in reliability engineering research and development. Certain projects, such as the development of CAD for mictoelectromechanical(MEM) circuitry are continuing because of interest outside the reliability engineering community, but more reliability specific tasks, such as the administration and preparation of reliability standards and handbooks, have been dropped. Administration will continue at the Air Force level, but preparation tasks, such as the update of MIL-HDBK-217, the reliability prediction handbook, are on hold until another agency is found to accept the job. This situation has caused some fear that defense contractors may conclude that the DoD has lost interest in reliability (probably incorrectly, in view of such current DoD initiatives as Cost as an Independent Variable which encourage reliability), resulting in a decrease of efforts to make their products reliable. Another concern is the obsolescence of the military documents, MIL-HDBK-217 in particular. Many users of the handbook may have to turn to alternative sources, such as the Bellcore models, or compile their own failure rate data. This may further the DoD intention to transfer dependence from government to industry documents, but, unless a clear dominance is established (like ISO 9000 for quality management systems) may result in a chaotic clash of references.
