Supposedly there is a prediction model in this document that is based on current reliability data for PEMs. Is this the same model that is in PRISM.

Because it is new rolling stocks, there are much difficulty and risk in determining the interval and man-hour by top-down method not considering development possibility. So, as contingency i'm considering bottom-up method; receiving maintainability analysis data(including P/M type, interval, man-hour, required material, C/M man-hour, required material) from sub-system suppliers. Then based on these data, evaluating the feasibility of my determination. Is it right methodology? Can maintainability analysis provide these data with reliability? Thanks.
