I wonder what quality factors in Mil-217 mean. For each parts, quality factor is different with each other. Please, let me know which books or standards I could refer. In advance, thank you!!

The quality factors that are used in MIL-HDBK-217 are based on the testing that each of the particular part specification calls out. In the case of microcircuits, MIL-PRF-38534 is the general specification and tests are called referencing MIL-Std 883 for class S, B and others. If one performs a lot of tests one gets credit for the levels accomplished. If little or no testing is accomplished, one can expect that early life limited failures will occur resulting in higher failure rates, hence a lower quality factor. Each of the old MIL-Specifications has some type of quality testing and expected defect levels. Suggest that you consult the specifications for the parts you are considering.
