This is a good practical question especially at the organizational level, where wet (or rainy) conditions often exist. The literature does not address this factor in the maintainability math models I have seen. My advice is to use the basic time standards from Appendix D Table D-IV of MIL-HDBK-470A "Elemental Maintenance Actions", with some modifications. For O-Level maintenance, especially for fasteners and electrical connectors, add 20% to 30% (or use your own judgement). This factor takes account of and compensates for the added time due to tools or hands slipping under rainy or wet conditions out in the open.
