Most of the information I can find is industry specific. MIL-HDBK-338 "Electronic Reliability Design Handbook" and MIL-HDBK-470 "Maintainability Design Handbook" represent two of the most comprehensive resources available to R&M engineers. RAC aslo has 9 publications to assist you. The RAC's Reliability Toolkit: Commercial Practices Edition, Maintainability Toolkit, Testability Design and Assessment Tools and six part Reliability Blueprint Series offers a variety of checklist and guidelines in these areas. Further information can be found on RAC products at http://rac.alionscience.com/rac/jsp/webproducts/products.jsp . NASA also has a publication entitled "Safety, Reliability, Maintainability and Quality Provisions for the Space Shuttle Program" which has both general and specific information relevant to your questions.
