I preformed a search of the topic SWEEP, and it appears that:

An award was made to ProLogic, Inc., in Fairmont, WV.

The Award includes the requirement to convert an existing tool that aids in estimating the number of errors in software programs from old technology to new modern technologies. The Software Error Estimation Program (SWEEP) was developed to aid with the control and management of error data for software projects. It allows making software error estimates that are useful in setting project goals and monitoring the quality of the software as it develops.

It also appears that there was released a SWEEP Version 3 released under "The Software Productivity Consortium" POC Ken Nidiffer at (703)-742-7110 or (703)-742-7211

Software Error Estimation Program (SWEEP) Version 3 (SPC-98029-MC): Now integrated with the SWEEP Inject Tool to form a single application, SWEEP allows line engineers, project managers, quality managers and verification/test engineers to estimate, monitor, and manage the quality of software under development. SWEEP is implemented on the Microsoft Excel 95 or 97 spreadsheet systems, and can be used in Windows NT or Windows 95 environments.
