I'm trying to find general values for the cost of downtime (cost of lost production or the cost of shutdown and restart) for large continuous processes like refineries, paper mills, steel mills, or petrochemical plants? Does anyone have this type of information or know some resources I can tap into?

Downtime costs would vary widely from process to process, and would require a separate model for each one. One paper that examines the petroleum industry, for example, is: J.S. Arendt, M. L. Casada, D. K. Lorenzo, “Economic Risk Assessment of a Petroleum Refinery”, Reliability and Maintainability Symposium Proceedings, 1985.
