I am trying to determine where and why 1 power cycle is equal to 1 hour of operation. Is there a method of adjusting the a devices failure rate for a specific power cycle that is equal to less than 1 hour of operation?

"Convert Calendar Time to Operating Time Reliability," Reliability Review, ASQ, Vol. 18, No. 3, Sept. 1998, shows how to convert age-specific reliability and failure rate functions. Don't simply rescale age by average operating hours (or cycles) per calendar hour. That underrepresents variability unless all units operate the same hours per calendar hour. I am sending an electronic version of the paper.
