Reliability derating information for commercial parts and applications can be obtained from our "Reliability Toolkit; Commercial Practices Edition". Both derating and failure mode information is stated for most common electronic parts. Numerous papers have been written on the Hast/Halt testing concept. In general, this stress testing reveals many design and component faults so that they can be corrected. The concern is overstressing the units and only finding failure modes that are out of the normal operating range.

For a start on Derating I would go to the Rome Labratory "Reliability Engineers Toolkit" You can get it from the RADC web page.
