I would suggest that you obtain a copy of the technical report called "A Contractor Program Manager's Testability Diagnostics" by Giordano Associates. The report can be obtained from the National Technical Information Services tele-703-605-6000 and asking for RADC TR-90-31 [ADA 222733].
