Availability is a measure of the degree to which an item or a steel plant is in an operable state at any time. So, if you can determine successful operating time intervals and sum these times and then divide by the calendar period, you should have the availability ratio. Reliability of a plant is more difficult to calculate as you need to analyze all the parts and failure modes to determine the impact on the system. I would suggest that you invest in some reliability handbooks for a more complete explanation.
