The Reliability Analysis Center is producing a "new" reliability prediction technique called PRISM which will be available sometime in November 1999. This technique has three factors in the model which are: operating, non-operating and cycling condition. These conditions are effective for most electronic parts but not for electromechanical or mechanical where other sources would be necessary. If you need to to a fast analysis for a rough estimate, the Reliability Toolkit; Commercial Practices Edition has conversion factors for most environmental conditions and components and provides a means for estimating the end product reliability in the non-operating condition based on the operating failure rates.
