Can anyone recommend a good source of independent information regarding the reliability/MTBF figures that are available for Power Generating thermal plant assets?

I am looking for good independent information regarding the reliability of office and laboratory facilities equipment(e.g. building envelope, HVAC, electrical distribution, etc.) My aim is to set standards for specifying/purchasing preferred products based on LIFE-CYCLE costs, not first costs.
I'd like to see a "Consumers Report" style assessment of typical facilities equipment and components that rates brand against brand, for issues such as maintainability and reliability.
An 11/99 posting at the Reliability Analysis Center's website mentioned PREP (Power Reliability Enhancement Program). "In this database, reliability figures of merit are developed for a number of equipments and sub-levels for power distribution systems, power generators and HVAC equipments. This database is controlled by the Army Special Mission Office at Fort Belvoir VA. The contact point is: Mr. Peyton Hale, Special Mission Office, Telephone 703-704-2761."
